Antony to visit NE states to review security
New Delhi, Feb 17: Against the backdrop of China's rapid military modernisation in Tibet, Defence Minister AK Antony will visit the northeastern states for two days from Friday to review the security situation and infrastructure developments ordered there by the government.
Antony will be accompanied on the trip by the army chief, General VK Singh and Defence Secretary Pradeep Kumar.

Bijoy Krishna Handique has appealed to the Ministry of Railways for introduction
of Diesel Multiple Unit (DMU) trains in nine sectors of Northeast Frontier (NF) Railways
in the upcoming Railway Budget for 2011-
In a letter to Minister of Railways Mamta Banerjee, Handique underlined the importance of the sectors in the light of boosting rail connectivity in the Region.
Handique said, “despite the best efforts of the Government, the communication within North East and between various important towns of the region is far from satisfactory. Heavy dependency on road transport, which is not free from disruption, has not only strained the road infrastructure but also resulted in large number of road accidents resulting in loss of invaluable human lives and property. In this background, the services of DMU in NF Railways came as fresh breather at an opportune moment”.

The Centre had last September announced an ambitious project for linking all capital cities in the Northeastern states with railway network at an estimated investment of Rs 17,000 crore by the year 2016. Handique had said the Ministry of Railways will implement the project, will be completed by 2016 provided the state governments concerned ensure early handing over of the land required for it.
The project was proposed in the Vision Document 2020, a blueprint for overall development of the region, which was released by Prime Minister Manmohan Singh in the year 2008. Union demands Govt steps to curb violence in Tirap
ITANAGAR, Feb 17: Expressing serious concern over the prolonged battle between the NSCN factions which has crippled the normal life of common people in Tirap, particularly at Khonsa, the All Tirap District Students Union (ATSU) urged the state Govt to take immediate step in order to ensure safety and security of lives and properties of the citizens.
Raising question over silence of the Home Minister and MLAs of Tirap district, the Union said the common people of the district become sufferer today due to ineffectiveness of the administration to tackle the situation.
The Union after having a threadbare discussion on tense situation in Tirap in a meeting on Feb 15 decided to organize a general meeting on Feb 20 and also take out a mass rally at Khonsa town the same day. Miscreants loot Congress leader, APCC seeks intervention of Admns
ITANAGAR, Feb 17: Arunachal Pradesh Congress Committee has condemned the looting incident at Satrong Nallah in between Hollongi and Balijan under Papum Pare District on February 14 last. In a statement the APCC informed that a group of four unidentified masked miscreants equipped with arm in the name of NDFB snatched away the licensed 12 bore SBBL gun and rounds of live cartridges (owned by Nabam Tarin of Hollorlgi village) and money from the parked car of PCC general secretary Byabang Nukh at Satrong Nallah on that fateful day. The miscreants demanded Rs. 5 lakhs in order to return the snatched gun and further threatened Nukh with death, the APCC further infromed. ITANAGAR, Feb 17: MLA Takam Pario has regretted over the alleged assault on a junior engineer K S Nair.
Pario in a statement said that he had called on the Arunachal Pradesh Junior Engineer Welfare Association (APJEWA) fraternity for discussion on the matter at Donyi Polo Ashok, Itanagar today in response to alleged assault on Nair at the construction site of Assembly building on Feb 13 and discussed the issue with the representatives of the APJEWA and reached at a conclusion.
He said ‘ I am extremely regretful that if I hurt the sentiment of Nair and the sentiment of Arunachal Pradesh Junior Engineer Association and also to the other engineer fraternity of the state. Actually I have no intention to hurt the sentiment of any individual or groups”.

ITANAGAR, Feb 17: Department of Legal Metrology & Consumer Affairs conducted a review meeting amongst the Enforcement Officers here today.
Appreciating the functioning of the department both at HQ and in the field level, the Administrative Secretary of the department Ajit Srivastava called upon the officers to be more sincere and dedicated in discharging their duties and responsibilities. He advised the field officers to submit reports and returns reflecting the department activities in specified time schedule for onward compilation of the reports and submission to the Govt.
He also urged the district functionaries to furnish details of data relating to consumer cases to HQ for onward uploading of the consumer case details in the consumer website and assured to look into the basic problems faced by the officers in field activities.
Earlier, Controller of Legal Metrology G. Dirchi appealed the officers to act as a cohesive unit and to rededicate themselves for further improvement of the department so that the department could attract attention of both the public and the Govt.

Lightning hit plant at RGU campus on Feb 16.
ITANAGAR, Feb 17: A lightning of medium intensity hit a plant (Turpinia pomifera) outside the Rajiv Gandhi University Teachers Association building on Feb 16 at around 6. 55 pm. The plant with about 13 meters height has been completely damaged by the effect of lightning. The 2nd and 4th Semester students of Geography escorted by Dr. Gibji Nimachow, Assistant Professor visited the spot and collected some information and deliberated on the concept of lightning and its occurrences.
The location of the plant was 27 08’ 52” N latitude and 93 46’ 11” E longitudes at an altitude of 242 meters above mean sea level. This information has been collected using Global Positioning System (GPSMAP 60 CSx) available in the department.
Lightning is an atmospheric discharge of electricity accompanied by thunder, which typically occurs during thunderstorms, and sometimes during volcanic eruptions or dust storms. In the atmospheric electrical discharge, a leader of a bolt of lightning can travel at speeds of 220,000 km/h (140,000 mph), and can reach temperatures approaching 30,000 °C (54,000 °F), hot enough to fuse silica sand into glass channels known as fulgurites which are normally hollow and can extend some distance into the ground. There are some 16 million lightning storms in the world every year.
Lightning can also occur within the ash clouds from volcanic eruptions, or can be caused by violent forest fires which generate sufficient dust to create a static charge.
How lightning initially forms is still a matter of debate: Scientists have studied root causes ranging from atmospheric perturbations (wind, humidity, friction, and atmospheric pressure) to the impact of solar wind and accumulation of charged solar particles. Ice inside a cloud is thought to be a key element in lightning development, and may cause a forcible separation of positive and negative charges within the cloud, thus assisting in the formation of lightning.
Lightning can occur with both positive and negative polarity. An average bolt of negative lightning carries an electric current of 30,000 amperes ("amps") — 30 "kilo Amps" (kA), and transfers five coulombs of electric charge and 500 mega joules of energy. Large bolts of lightning can carry up to 120 kA and 350 coulombs. An average bolt of positive lightning carries an electric current of about 300 kA — about 10 times that of negative lightning.

During the awareness campaign yesterday organised in the Belo village by the Directorate of Field Publicity, Arunachal Region, its inhabitants and PRI leaders confided that their Basti is doing a lot with the help of Total Sanitation Campaign (TSC) of the government to construct low cost toilet for each and every household.
Taking advantage of the scheme, 14 out of 34 household of Belo are about to complete the construction of toilet. Rest of the motivated villagers are very much willing to do the same very soon. In the first session of the campaign, Anachal Samiti member Damgi Yinyo said that Belo people will try to get the “Niramal Gram Puraskar” and for that they are not only constructing the toilets but also concentrating on whole component of sanitation and cleanliness.

Misuse of NHRC logo punishable act
NAHARLAGUN, Feb 17: The National Human Rights Commission (NHRC) has informed that it has neither a provision for registration, affiliation of the individuals/ NGOs/ organizations nor authorizes anyone to act on its behalf. It further said that name and logo of NHRC has been listed in the Schedule of Emblems and Names (Prevention of Improper Use) Act, 1950 under entry number 26 and 27. The improper use/ misuse of the logo and the name of the Commission is punishable as per the Act and will invite legal action against them, the commission informed.
The National human Rights Commission in the recent past has come across cases, where some individuals are using the name of the Commission by illegally using the NHRC logo claiming association with the NHRC. ITANAGAR, Feb 17: The Gangte Circle Intellectual Forum has requested the authorities concerned of Kurung Kumey District to verify the release of the food commodities under the Mid Day Meal (MDM) scheme meant for primary section. It further said, if the food items have been released from district headquarters, the authorities should ensure that rice be supplied to all the schools of both the circles.
The GCIF also expressed concern over the slow pace of RGGVY implementation in Gangte circle. It called for early completion of the scheme and also urged the local MLA to intervene into the matter.

It’s Tirap Again
Dear Editor,
Tirap have been in news for all bad reasons. Referring to the recent incident of violence is yet another dark day in the history of Tirap administration and an Indelible Spot in the face of the state machinery as a whole. This is not the first time the incident of voilence, bloodshed and extortion have turned up, there have been many and will get more exacerbate due to govt.’s negligent attitude. Had the issue been dealt with properly and judiciously in the beginning, the scenario could have been different. It’s due to govt. nonchalant attitude compiled with the myopic attitude of our political leaders that have aggravated the issue and it is discernible that situation is going out of control. Previous incident of boundary clash with Assam brings Govt’s yet another incompetence in protecting the right’s of it’s citizen, especially deficiency on the part of state’s Home Ministry is quite perceptible. What govt. failed to understand or rather say overlooking is that these two districts “TIRAP and CHANGLANG” which have been declared as “DISTURBED AREAS” deserve more attention and a more effective carved out strategy which is a need of the day. It’s intimidating that the people of these districts are living in fear psychosis for unending reasons pulverized between both the “MILITARY and MILITANCY”. The enaction of much disputed “Arms Forces Special Power Act(AFSPA),1958 is another setback to the much deteriorating Human right’s Issue. I would say it have rather proved more unscrupulous than what it supposed to do. Stringent and strenuous approach of Arm forces have many a times led to unpleasant violent brush with the public.
I failed to figure out why govt. is unable to show it’s existence and carry out any meaningful initiative in compliant with the issue. The govt.’s muteness over the issue is beyond my understanding. We can see the pathetic condition of the only college in Tirap which remains as a “mobile college”, I can’t see any reason why this college can’t be upgraded into a state university? It is time to think and show some onus on the part of state govt. especially referring to Home Ministry in particular.
